Introduction: Participatory Monitoring and Evaluation Monitoring and Evaluation are concepts that have often been treated as combined or closely related functions in many development interventions. IFAD (1999) points out that M&E is ‘the heart of managing for impacts’, defining managing for impact as ‘the need to respond to changing circumstances and increased understanding by adapting the project (intervention) so that it will be more likely to achieve its intended impacts.’
